Shutdown cutting: how to make a fixed outage window

On a shutdown, the cutting contractor does not set the programme. The outage window does. Here is how cutting scopes are planned when the restart date is fixed and the penalty for missing it is measured per hour.

The window rules everything

Power stations, refineries, water plants and process facilities do their structural surgery during planned outages. The window is set by production, not by the contractor, and it does not move. That inverts normal construction thinking: instead of asking how long the work takes, you ask what has to be true for the work to fit the window. Every answer belongs in writing before mobilisation.

Do everything possible before the plant stops

The best shutdown cutting plans move work out of the window. Survey and scanning, anchor setting, track mounting, water supply, power runs, exclusion zones and lifting studies can often happen while the plant is still running, under the site's normal permit regime. When the outage starts, the saws should be cutting within hours, not being unloaded.

Plan the day, not the week

Inside a window measured in days, a weekly programme is useless. Cutting scopes on fixed outages get planned day by day and shift by shift, with 24 hour operation where the site allows it. Diamond cutting suits round-the-clock work because it is quiet and vibration free, which keeps night shifts inside noise limits that would stop breakers dead.

Redundancy is a line item, not a luxury

A single point of failure in the cutting spread is a single point of failure in the restart date. That means spare drive units, spare wire and blades on site, standby pumps for slurry, and crews rostered so fatigue never decides the schedule. It costs more on paper. It is far cheaper than a stalled outage.

Leave the asset ready to run

Shutdown cutting ends with handover, not with the last cut: slurry removed through licensed facilities, penetrations dressed, exclusion zones lifted and the client's engineer signing against the methodology. If the plan was written properly, sign-off is a formality.
